This can be solved by simply making the green borders bigger (or removing excess whitelines at the bottom).
You can also double click a tool and increase the Height in the Style tab.
This is handy if the tool is very big.

Appendix 1: Scrollbars!
The most common mistake in Research Catalogue expositions is unintended scrollbars.
You get them if the text is longer than the tool. It also happens if there is a lot of whitespace at the bottom of your text. Here's an example, move your mouse over and scroll to see the problem:
