Girls have been seen to wear hoods, as a fashion statement, in the UK, the Netherlands and Norway; where it rains a lot. Besides worn for protection from the rain, the hood signifies an unconventional person: this could be an activist, usually associated with environmental activism, or an anti-fascist. The latter is also seen worn this way, as a political statement, in Greece; where it doesn't rain a lot.
