A comment: I wish that more countries will organize in the direction of the outlawing war as well as against war, f.i.  Article 9 of the Japanese Constitution (日本国憲法第9 Nihonkokukenpō dai kyū-jō), but Japan is one of disputed neutral countries, other e.g. Permanently neutral state/country, USA is one of former neutral countries.
